
Start with responsibility, then use the right office
If your household uses a privately owned well, you are responsible for testing it and deciding whether the water is suitable to drink. Federal rules for public drinking-water systems do not apply to private wells, and government does not routinely regulate, treat, or monitor the water at your private-well tap. The CDC recommends testing at least once a year for total coliform bacteria, nitrate, total dissolved solids, and pH. It also recommends asking your local health department which other germs or chemicals matter for your location. Use a state-certified laboratory.[1]
North Carolina divides well work among several bodies. For an ordinary residential well, the county health department is the first stop for siting, permit forms, and local process questions. NCDHHS sets private-well testing requirements through its public-health and on-site water branches. NC DEQ provides groundwater information and directs well complaints to the appropriate Division of Water Resources regional office. The Well Contractors Certification Commission handles well-contractor certification.[2][3]
The county permit route
Each North Carolina county handles its own private-well permitting process. Contact county environmental health before arranging residential well construction. Explain the property, the proposed water use, and whether you need siting guidance, an application, or the county's current procedure. Do not start with the separate DEQ state construction-permit route intended for a water-supply well with a design capacity of at least 100,000 gallons per day. DEQ specifically directs private residential wells to county health departments.[2]
What happens with a new well
Under North Carolina's statewide program, all new private drinking-water wells since 2008 are sampled by local health departments. The State Laboratory for Public Health analyzes those samples for a standardized list of chemical constituents. Private wells may also be sampled at other times. If an individual result exceeds a health-based drinking-water benchmark or a DEQ groundwater standard, the local health department and NCDHHS give the owner information about the constituent and protective steps. When appropriate, DEQ may help investigate the source and identify other potentially affected users.[4]
That new-well program does not remove the owner's continuing responsibility. After the initial process, follow the CDC's annual testing advice and ask the county whether local conditions call for additional parameters.[1][4]
Choose and confirm a certified laboratory
For testing that you initiate, use a state-certified laboratory. NC DEQ publishes certified commercial laboratory lists for in-state and out-of-state laboratories, but the agency says those lists are updated about every six months and are not real-time records. A laboratory's certification status or approved scope may have changed.[1][5]
Before collecting water, contact the laboratory. Confirm that its certification is current and that its certified scope covers every analyte you want tested. Ask for the laboratory's own sample bottles and its current collection, preservation, and delivery instructions. Following those instructions matters because the result needs to represent a properly collected sample. State or local health and environmental departments, including county government, can help you find laboratories and understand results.[1][5]
A practical route from sample to result
- Define the reason. Tell the county or laboratory whether this is routine annual testing, a new well, a home purchase, a flood, or a response to a change in the water.
- Build the panel. Start with the CDC's annual group, then ask county environmental health what else is relevant to the location and situation.[1]
- Confirm the laboratory. Verify current certification and scope for each requested analyte before sampling.[5]
- Collect exactly as directed. Use the supplied containers and follow the laboratory's preservation and delivery instructions.[1][5]
- Review, do not guess. Ask the laboratory, county health department, or relevant state health or environmental office for help interpreting the reported values. Choose any further investigation or treatment only after the contaminant and concentration are known.[1]
- Keep the record. Save the report with the well records so future results can be read in context.
Action list for an existing well owner
- Find your latest laboratory report and note when and what was tested.
- If annual testing is due, arrange total coliform bacteria, nitrate, total dissolved solids, and pH through a state-certified laboratory.[1]
- Call county environmental health and ask whether your location or current concern warrants additional germs or chemicals.[1]
- Confirm the laboratory's current certification and analyte scope, then obtain its bottles and instructions.[5]
- Use the measured results, not taste, odor, a map, or a nearby well, to decide the next step.[1][4]
Route for a new well or rural homebuyer
- For proposed construction: contact county environmental health first for residential siting and permit requirements.[2]
- For a newly completed well: ask the county how the post-construction sample and State Laboratory analysis will be handled under the statewide new-well program.[4]
- For a rural home purchase: request the available well records and laboratory reports. If you need current testing, follow the owner-initiated certified-laboratory route and ask the county what to include.[1][5]
- Do not treat a regional map, county percentage, or nearby result as a substitute for a sample from that property's well.[4]
After flooding
Before a flood, NCDHHS advises storing bottled water for drinking and cooking, switching off electricity to the well, protecting a wellhead without a watertight seal, and keeping the well log or report accessible. If flooding occurs, wait until floodwater has receded before approaching the well, and do not restore power until a qualified professional has checked the system when damage is possible. After extensive flooding, do not drink the well water until it has been tested.[6]
Contact a driller if the well may need service. Obtain the correct bottles and instructions for bacterial testing; local health departments can often test the water. Ask the local health department about extra testing if the well is near animal feeding operations, pesticide-treated fields, or industrial chemical facilities, especially if you notice fuel or chemical odors. NCDHHS strongly recommends asking the local health department or a licensed well driller to shock-chlorinate a flooded well.[6]
Geology is context, not a verdict
Groundwater conditions and quality vary across North Carolina because of natural conditions and human impacts. In the Piedmont and Mountains, rock type and structures such as dikes and faults can affect potential well yield. NC DEQ also notes that some wells are installed in rock units with potential for naturally occurring arsenic, radon, and manganese.[4][7]
At a broad scale, the USGS distinguishes the metamorphic and igneous rocks of the Piedmont and Blue Ridge from the gently dipping, semiconsolidated to unconsolidated sediments of the Coastal Plain. Rock type and structure largely shape hydraulic properties, while topography and climate also affect groundwater flow. This helps explain why useful questions may differ by region. It does not mean every well in a region shares the same aquifer, depth, yield, or water quality.[7][8]
Use maps and statewide data carefully
NC DEQ describes its private-well dataset as an initial, expanding, non-comprehensive effort. Its displayed summary uses samples from July 2008 through April 2009 and January 2018 through December 2019, and duplicate or follow-up samples were not removed. Differences between those periods may reflect well construction, sampling methods, changing locations of new wells, population growth, and different soils and rocks.[4]
A state table, county percentage, geologic unit, or nearby result can help you form questions. It cannot diagnose your well or create an individual risk score. Only a properly collected sample from the specific well, tested for the relevant parameter by an appropriate laboratory, can establish what was found in that sample. A partial panel also cannot establish that the water is safe.[1][4]
